- Fixed the observation paramaters field to accept APT files instead of APTX files
- Create a new page to review a panel. The reviewer can grade the proposals assigned to a particular panel. The proposals can be sorted by cliking on the header. Added fields on top of the panel table that shows live Avg and Standard Deviation for the grades entered for all the proposals.
- General access to creating new proposal and reviewing panels can be denied using a Superaccount.

- Fixed the char limit counter for Abstract and Summary of Observations fields
- Added a button for admin/super user to download all proposals. For each proposal, all RTPS GUI fields are captured in an XML file and all the attachments are saved too.

- Super users click "Admin CMA" button to have all admin privileges.
- Super users can see ALL the proposals submitted by clicking "Proposals". The page has proposal Id, Title, Sci Category, Type, list of panels the proposal is in, the dropdown menu for choosing panel for this proposal if two or less panels it's on, and Last Update date. All columns are sortable but not the list of panels.
- In each proposal page, super users can see which panels this proposal is on. The panel names are a link to the panel.
- Super users can see ALL the panels by clicking "Panels". The page has panel name, panel category, panel chair, # of reviewers, # of proposals, and last update date.
- In each single panel page, super users can fill in panel's name (following a convention), select panel category, add (auto complete)/delete reviewers, select chair and add(auto complete)/delete proposals. Ideally one person can be in one panel and one proposal can be on one panel, but we only provide the warnings if one person or one proposal is put on more than one panel. Super users will resolve the situation. The links of reviewers and proposals in the page can help super users to see which other panels they are in.
